[About NABARD]
NABARD is set up as an apex Development Bank with a mandate for facilitating credit flow for promotion and development of agriculture, small-scale industries, cottage and village industries, handicrafts and other rural crafts. It also has the mandate to support all other allied economic activities in rural areas, promote integrated and sustainable rural development and secure prosperity of rural areas.
In discharging its role as a facilitator for rural prosperity NABARD is entrusted with  
Providing refinance to lending institutions in rural areas  
Bringing about or promoting institutional development and
Evaluating, monitoring and inspecting the client banks .
Besides this pivotal role, NABARD also
Acts as a coordinator in the operations of rural credit institutions
Extends assistance to the Government, the Reserve Bank of India and other organizations in matters relating to rural development
Offers training and research facilities for banks, cooperatives and organisations working in the field of rural development
Helps the State Governments in reaching their targets of providing assistance to eligible institutions in agriculture and rural  development
Acts as regulator for cooperative banks and RRBs
With a capital base of Rs.2000 crore provided by the Government of India and Reserve Bank of India, it operates through its head office at Mumbai, 28 regional offices situated in state capitals and 395 district offices at districts.  
[POTENTIAL LINKED CREDIT PLAN  2011-12]
Potential Linked Credit Plans (PLPs) are prepared by NABARD annually for all the districts in the country. It maps the potential available for development in agriculture and rural sectors in the districts and projects the credit requirements, taking into account the long term physical potential, infrastructure available and planned, extension services, marketing support, credit absorption capacity and the strength and capabilities of the Rural Financial Institutions (RFIs). The PLPs form the basis for preparation of Annual Credit Plan at the district level by banks. The total credit potential estimated for Kandhamal district for the year 2011-12 is Rs.29107.52 lakh.  
[Rural Infrastructure Development Fund (RIDF)]
With the objective of assisting the State Governments in completing ongoing rural infrastructure projects and also to take up new infrastructure projects, Rural Infrastructure Development Fund (RIDF) was set up with NABARD in 1995-96 for providing term loans at concessional rates to State Governments. Presently, 31 activities covering almost all aspects of rural infrastructure are being funded under RIDF.

[FARM SECTOR
NABARD provides policy support for various farm sector initiatives aimed at accelerating ground level credit flow by rural credit agencies for various farm related activities under production and investment credit with a view to increasing agricultural production and productivity, generating rural employment, managing natural resources and alleviating rural poverty through credit and grant support. [FARMERS CLUB PROGRAMME OF NABARD.]
Process
·         Select one /two good villages (where you want to promote Farmers Club), prepare survey as per Family schedule.
·         Identify 10 to 20 farmers {who are non defaulters to any bank/LAMPS and willing to contribute to the Corpus of the Farmers Club (FC) to be members of the FC}. Members should not be active members of any Political Party.
·         Conduct informal meeting with them. Tell them the concept approach and modalities of the FCP of NABARD.
·         Talk to the local bankers/ LAMPCS and ascertain the status as to default of the prospective members.
·         Provide specimen of Resolution to be passed by the founder members of the FC.
·         Guide them to elect a Chief Coordinator and an Associate Coordinator.
·         Guide the Coordinators to maintain the Membership register, Minute Book, Cash Book, Visit Book.
·         Educate them to convene monthly meetings of the FC, Meet with Expert programme, Etc.
·         Tell them their role for liaisoning with Government departments and Bank.
·         Submit the FC's resolution and village level information along with request letter to DDM, NABARD.
·         Finalise the date of orientation/Awareness Meet in consultation with DDM, NABARD and members of FC.
·         Invite Government officials  and bankers to the Orientation/Awareness Meet.
·         Erect a display Board  at the entry point of the Village. 
·         Make some food/snacks arrangements for the villagers/guests.

[Farmers Club Status]
 
There are 128 farmers club in the district  of  Kandhamal and  03 farmers club federation in the blocks of Daringibadi, Kotgarh and Tikabali.  
[Activities undertaken]  
The farmers club have successfully undertaken SRI  by 400 farmers during Kharif 2011 in the block of  Balliguda and Kotgarh. 625 farmers will undertake  SRI during 2011 kharif. Groundnut seed production, high yielding potato production, hill broom cultivation also are undertaken by farmers clubs. Technology transfer, seed and inputs supply  for  increase in productivity of various crops is also done through Farmers Clubs. Financial inclusion, arranging credit and propagating development through credit is also propagated by Farmers Clubs.    
[Future prospects of Farmers Clubs]  
Farmers Club and its federation can turn themselves into producers groups/ company and undertake the activities of seeds and inputs supply, technology transfer for high productivity and qualitative products, storage, grading and processing, marketing and exports. Infrastructure investments at Farmers Clubs level and its federation level will give confidence to the individual farmers and bankers to   pump more funds and investments in agriculture and allied activities.

 [Process ]
·         NABARD has identified financing, development and promotion of RNFS as one of its thrust areas.  
·         NABARD has evolved several refinance and promotional schemes to have focus  on greater credit flow and provision of linkages for small, cottage and village industries, handicrafts and other rural crafts and service sector in the rural areas.    
·         Building an entrepreneurial culture among the rural youth has been the first priority.
·         Developing markets for RNFS has been another area where NABARD had taken many initiatives.
·         NABARD has also been actively involved in promoting innovations in rural areas in farm and non-farm sectors by creating a separate fund for this purpose.

Process
Rural Innovation Fund  
Assistance is extended from RIF for identifying and supporting innovative, risky, unconventional experiments in farm, non-farm and micro finance sectors which have the potential to generate employment opportunities in rural areas. The focus of the Fund is on the rural poor and innovations which may cover processes, technology and products.

[Environmental Promotional Assistance Scheme]
Objective  
The scheme is for extending promotional grant assistance for undertaking activities related to environment protection aimed at sustainable and environment friendly agriculture and rural development with a focus on demonstration of replicable eco-friendly technologies. 
Activities  
Components such as training, demonstration, replication of eco-friendly control measures/ technology, awareness campaigns, publicity, capacity building are covered by grant assistance.  
Some of the activities so far covered are post-watershed development, promotion of bio/ organic fertilisers, use of solar energy, village resource management, training on pot/ drip irrigation and fodder cultivation, dissemination of information on naturally coloured cotton and organic cotton cultivation, conversion of waste into organic manure, vermin composting, demonstration on bio-gas plants, plantation for bio-diesel, demonstration of replicable eco-friendly technologies and awareness creation.
 
Non- Farm sector Programme of NABARD
Process  
Promotion of RNFS is recognized as an important and necessary adjunct to NABARD’s function. The objective of the promotional programmes is to create replicable models to generate and enhance opportunities for employment and income generation in rural areas in a sustainable, demonstrative and cost effective manner. NABARD provides grant, grant cum loan assistance to RUDSETI, NGOs, voluntary associations, trusts and other promotional organisations.  
Skill Development programme  
To impart some basic skill to trainees, who may be educated or uneducated. Skill up-gradation is envisaged for developing / refining / diversifying the skills already possessed by the trainees. Such programmes could also be provided to SHG members for enabling them to take up micro enterprises. The trained persons can pursue the activity for which the training is imparted either by working as wage employee or by taking group enterprises like in SHG promoted activities. In short, SDPs aim at training for wage or self-employment.
[Rural Entrepreneurship Development Programme.]  
To provide entrepreneurial motivation & information on raw materials, marketing, technical and managerial inputs etc. to rural youths for setting up micro enterprises in rural areas. In short REDP aims at Self-employment through setting up of units after the training. The duration- Minimum 4 Weeks– shorter duration allowed on merits. The Escort services to trainees for at least two years and plan of action for 2 years by the agency. Follow up of loan proposals with banks / Govt.agencies. Types of REDPs- Rural Development and Self Employment Training Institutes (RUDSETI) type Institutions, Institutionalization of REDP – long term collaboration with 3 or 4 VAs & NGOs, Technical REDP – ITI eligible agency, Incentive based REDP – cash incentives based on number of trainees setting up their own units, preferably with bank loan  
Rural Mart Scheme  
To facilitate marketing linkages for the artisan handicraft and agro based products through setting up of a retail outlet and to cover the risk involved in the initial stages of setting up of the rural retail outlet.  Agencies eligible for assistance:  Federations of or activity groups, Producer groups/ Associations, Farmers Clubs and  Matured SHGs,  
Marketing initiatives  
NABARD extends promotional and financial support for marketing of products of rural artisans/entrepreneurs through Melas/ Exhibitions. This help a large number of artisans/ SHG members to get exposed to the urban markets. The experience gained will help the artisans to fine tune their product range and marketing strategies to suit the emerging market preferences.  
Geographical Indication  
The implication of GI as an IPR instrument is that it gives rights to the people who produce these products in a specified region to stop others from using the geographical name in marketing the produce which does not originate from that defined area. With a view to protect the unique features of our arts & crafts and to prevent unauthorised use of the name of the identified GIs, NABARD has been extending financial assistance for GI patenting for such crafts.
 
[Non- Farm Sector - Rural Haat.]
Rural Haat scheme was introduced to boost marketing of rural farm and non farm products. PRIs/ PACS, VDBs, NGOs, SHGs Federation and VBBs are eligible for assistance under the  scheme. The grant assistance at 90% of the project cost or Rs.5 lakh, whichever is lower, is extended to implementing agencies for providing minimum infrastructure facilities like raised platforms with shed, drinking water  facilities, cycle stand, toilets, etc., in the new or existing Haats.

Vision

To facilitate sustained access to financial services for the unreached poor in rural areas through various micro Finance innovations in a cost effective and sustainable manner.  
Mission  
By the end of year 2015, NABARD has planned to link nearly 9.2 crore households which would ensure coverage of more than 50% women through SHG Bank linkage programme.  
Joint Liability Group
 
The pilot project on financing Joint Liability Groups aims at developing effective credit products for mid segment clients, which reduce risk and transaction costs for the banker and also introduce a greater degree of flexibility for the credit user to determine his/her needs and priorities. This middle segment, which predominantly performs agriculture related activities, often requires quantum's of credit larger than micro-credit, it also requires credit for longer durations – it is also at times linked to seasons, repayments are normally met at the end of harvest seasons only. In essence, it is about “hassle-free credit for agriculture and other rural enterprises".

[Capacity Building]
1.Support to banks
· NABARD provides training inputs on SHG financing to training establishments of participating banks, to help them to internalise the training requirements at their level.
· NABARD gives technical support to banks to evolve suitable intermediate structures like Farmers' Clubs to increase the outreach of their branches in promotion and linking SHGs.
· NABARD supports and helps banking institutions (especially RRBs & cooperative banks) to take on the role of Self Help Promoting Institutions (SHPIs)
2. Support to Government  
· Necessary assistance is provided to the governments by NABARD for dovetailing mF practices with the poverty alleviation programmes.  
· NABARD also encourages the association of Panchayati Raj Institutions (PRIs ) in adopting group processes for maximization of empowerment.  
· NABARD, in association with Lal Bahadur Shastry National Academy of Administration, Mussoorie conducts tailor made exposure programme on self help group and micro Finance for senior and middle level officers of Indian Administrative Services (IAS) who are posted as district collectors/ Chief Executive Offices of local administrative set ups (Zilla Parishad)  
3.Support to NGO  
Several steps have been taken by NABARD for capacity building of NGOs which partner in promotion and nurturing of SHGs. The emphasis is on involving a large number of NGOs. Special focus is on those NGOs participating in watershed development, health, literacy and women development, to encourage them to take up promotion, nurturing and linkage of SHGs as an 'add-on' activity.
 
Successful Activities in the District  
Agarbati - Agarbati making in the district
The introduction of Agarbati production in Kandhamal was a unique happening. With the help of stakeholders SHGs, ORMAS, ITC, BCCB and NABARD from Zero production level, the district boost a average production level of 2.5 MT per month with tie up with ITC for procurement and marketing.

2.       Enter into MoU with state governments and cooperative banks specifying their respective obligations to improve the affairs of the banks in a stipulated time frame
3.       Help RRBs and the sponsor banks to enter into MoUs specifying their respective obligations to improve the affairs of the RRBs in a stipulated time frame
4.       Monitor implementation of development action plans of banks and fulfillment of obligations under MoUs.
5.       Provide financial assistance to cooperatives and RRBs for establishment of technical, monitoring and evaluations cells.
6.       Management of Cooperative Development Fund and provision of support to cooperatives- CDF for infrastructure development and various other approved activities
7.       Provide organisation development intervention (ODI) through reputed training institutes like Bankers Institute of Rural Development (BIRD), Lucknow, National Bank Staff College, Lucknow, College of Agriculture Banking, Pune, etc.
8.       Provide financial support for the training institutes of cooperative banks
9.       Provide training for senior and middle level executives of commercial banks, RRBs and cooperative banks
10.    Create awareness among the borrowers on ethics of repayment through farmer's clubs
11.    Provide financial assistance to cooperative banks for building improved management information system, computerisation of operations, development of human resources, etc.
12.    NABARD has been designated the Implementing Agency for implementing  the Revival Package of the cooperatives in all the states.

FINANCIAL INCLUSION.
Financial Inclusion is defined as "the process of ensuring access to financial services and timely and adequate credit where needed by vulnerable groups such as weaker sections and low income groups at an affordable cost. Two funds have been established with NABARD for undertaking of  Financial Inclusion initiatives.  
Eligible Activities/ Purposes - FIF  
·         Funding support for capacity building inputs to Business Facilitators and Business Correspondents;
·         Providing promotional support to institutions, such as, Resource Centres, Farmers’ Service Centres and Rural Development and Self Employment Training Institutes to enable them to provide improved technical and financial services (including counseling) aimed at increasing technology adoption, effective management of assets, nurturing entrepreneurial capacity and increasing financial education and literacy;
·         Providing funding support for promotion, nurturing and credit linking of Self Help Groups (SHGs);
·         Capacity building of personnel of NABARD, banks, Post Offices, State Government Departments, MFIs, NGOs, Local Level Associations, members of SHGs/ JLG, etc.;
·         Funding support for setting up of Rural Credit Bureaus and credit rating of rural customers;
·         Supporting initiatives of local level associations/ federations;
·         Supporting pilot projects for development of innovative products, processes and prototypes for financial inclusion;

Financial Inclusion  
Farmer's Resource Centre at Lingagada LAMPCS  
With NABARD assistance a Farmer's Resource Centre (FRC) for promotion of financial literacy have been established at the premises of Lingagada LAMPCS to provide technology solutions to the farmers.  The various activities undertaken by the centre are:  
1.Provide market information to the farmers daily
2.Provide technology transfer in case of various crops
3.Mobilise farmers for off take of credit, insurance and savings.
4.Formation of institutions like farmers clubs and JLGs
5.Conduct training programme at the villages
6.Provide e-services to the farmers
7.Undertake post sanction monitoring for grounding of qualitative assets.
8.Coordinate with various departments for providing subsidy and other supports to the farmers.
