TOTAL LITERACY CAMPAIGN IN KANDHAMAL

TARGET POPULATION 15-35 YEAR AGE GROUP : Kandhamal district came under T.L.C. during the year 1996-97 under the name : Banashree Saksharata Samiti,Kandhamal.

Core Group Consisting :Officials & Non-Officials including NGO representatives was formed  during 1996 and the Society was registered under society Registration Act.1860.

Besides the Executive Committee, there are many other committees to take up different functions of the society.

Basically the Campaign was designed to function as Panchayat Literacy Programme.   Accordingly publicity was taken up through Rallies,Padajatras, Street Plays, Public meetings etc. from 1996.

Selected members of the Core Group were given both formal and informal exposure regarding various aspects of the programme.  Planning for the Campaign was made with financial allocation and the action plan was submitted to Govt. of India and State Govt. for the approval and placement of funds.  The plan of action was approved and in the 1st. phase Rs.49,20,000/- from Govt. of India and Rs.8.00.000/- State Govt. were provided to the Society.

An one day door-to-door survey was taken up on 8.9.97 in the entire district by involving school teachers and volunteers to identity the no. of illiterates and volunteers who are eligible and willing to take up literacy work. 

The survey reports were collected and compiled at Block level and data on matching and batching of learners were prepared.  The entire profile of the learners were computerised in triplicate G.P.wise at NIC,Dist. Unit,Phulbani.  Out of 3 copies, one copy is retained at the Control Room, the second one is given to Blocks and third ones were provided to the G.Ps.

Since the desired change in the literacy level will be effected through 3 Primers. The 1st primer was designed and printed (1,30,000 copies) alongwith a guide book for the V.Is. Training of trainers were taken up at the dist. level with the help of officials of S.R.C. and there after the trainers took-up the training at block and G.P.level.

The learning material as per the details given below were suppllied to the learners through the Block/G.Ps.

 1. Primer.    2. Slate.    3. Khadi,     4. Note Book,    5. Pencil,   6. Cotton bags.

Besides this, Primers, Guide Books, Counting Slates, etc. were suppllied to the voulunteers. The actual learning process started on the 1st. jan'98. A 'Kui' Primer was also prepared and supplied to the Kui speaking learners.

The NGO sector is intensively involved in the campaign and they have been enstrusted with speicific G.Ps to work upon.

Primer-II books have been supplied to the peripheral units to supply the same to the learners who have completed Primer-I.

Academic training has been imparted to the Master Trainers at the dist. level and block level trainings have also been completed.

The training of V.Is is being conducted through joint source i.e. NGOs and Block Co-ordinators.

Programme implementation and monitoring : For implementing the programme a hierarchy  of officials has been designed.  One of the Sub-Inspector of Schools at the block level has been nominated to function as the Block Co-ordinator to implement the programme in the block who will be assisted by all other S.Is and Extension Officers.

The selected teachers/Gram Sevakas have been working as the Supervisors who are to supervise 10 learning centres each.

The Block Development Officer will be in over all charge of the block.

R e v i e w : The review of progress and elimination of bottle necks is  taken up through the monthly meeting of Block Coordinators and Block Developemnt Officers on the 6th of every month.  

Functioning of Control Room: The core group decided to have a control room for T.L.C. accordingly it was opened on 1.8.97 in the Collectorate, Kandhamal. As decided a Dist. Co-ordinator was appointed from among the Core Committee members.

As decided in the Core Group, one old vehicle of Mass Education was repaired and put to use for the programme.

13 Groups involving Govt. Officials and non-officials have been formulated and entrusted to monitor the campaign every month from 17 to 25th.

Expenditure: Till 30.4.99 expenditure to the tune of Rs.51,88,932.57 and advance for Rs.3,62,544.00 to different agencies in total Rs.55,51,476.57 has been incurred (on environment building, provision of learning materials, Printing of Books, Trasport, DOl and administration).
